Who would pay for this?

I'd like to know who would fund this free on-line database. Is it the MHRA (taxpayers?) or would the drugs companies be forced to pay?
Why the contribution is important
We can't have a sensible discussion about whether this is a good idea without some clue about how much it would cost and who would end up paying. We all know that there ain't no such thing as a free lunch.

The costs need to be balanced against the costs awarded when a drug error occurs and a claim is made
